A.TR Circulation Certificate

A.TR circulation certificate is issued for goods transported directly from Turkey to Union and Union to Turkey. Although subjected to the transit from third countries or transfer process in these countries, the transit or transfer process is within the scope of a single transport document issued in the Union.

It is used for value-added goods in the EU and Turkey used to ensure the free movement benefit from preferential regimes prescribed protocol.

The Customs Union with the Community includes industrial products. However, it is within the scope of the Customs Union in a group of products, which are mostly composed of food industry products and are regarded as processed agricultural products. On the other hand, since tomato paste, fruit and vegetable canned foods, fruit juices, cheese, frozen and dried foodstuffs and meat products are considered as agricultural products by the Community, these products are not included in the Customs Union. In the trade of these products, in order to benefit from preferential regimen, a EUR.1 circulation Certificate must be issued to determine the status of origin.

A.TR Circulation of Sale and Approval Process

1- SELLING PROCESS

TR Circulation Documents are known by the Chamber/Stock to which the customs consultant/company is sold. Therefore, the documents sold in the past and currently in stock can be used for a period not exceeding 1 year.

In the new system, the Chambers will request a document from TOBB in writing as in the past for their stocks. The related documents will be sent by TOBB in electronic form and then by cargo.

After receipt of the cargo, the documents shall be approved by the system (accepted) and transferred to the chamber stocks.

The documents transferred to stocks will be sold to the customs brokers, companies and authorized customs authorities as before. (Sale and confirmation fee will be charged in advance.) The system will be integrated with the address tobb.org.tr.

For the sale, the first and last serial numbers of the relevant customs counsellor/company, tax number, contact person, surname, TC number are filled in and the related serial numbers are entered into the system and associated with the company.

In the system, all the information of the certified customs brokers located in Turkey. They can enter and process themselves by e-signature. However, TOBB member companies should log into the system via e-signature via medos.tobb.org.tr for their own A.TR transactions.

2. APPLICATION PROCESS

Customs consultant/company representative can see the A.TR Document sold to it via e-signature at medos.tobb.org.tr address.

On the screen under Document Operations;

                 – before export

                 –after export (later, second copy request) is located at.

After selecting the appropriate ones from these two alternatives, it will start by writing the serial number A.TR Document to operate on the screen.

There will be 4 tabs in front of the process;

   a) Information: Exporter/importer company information - Mandatory field information:

   b) Goods: Information about the product to be sent (if the items in the invoice exceed 10 lines, a second A.TR certificate is required.)

   c) Invoices: The relevant invoice number, amount and currency shall be written.

   d) Documents: Supporting documents will be uploaded to the system with scanned. (Ex.Capacity Report, Sales Invoice, Procurement Invoice, Customs Declaration)

Finally, the customs counsellor/firm will ensure that the chamber screen falls on giving confirmation.

3-APPROVAL PROCESS

The company information (company name, tax ID) is correct if the information received by the customs consultant/company is filled into the Chamber screen. Otherwise, the document is not visible in the Chamber screen.

As soon as the customs counsellor/firm requests for approval, an e-mail notification will be made to the Chamber authority. (Work will be performed with SMS notification.)

When the chamber authority enters the system, it will see the Pending Documents on the first page. The information to be filled and forwarded by the customs consultant/firm shall be checked. If information and documents are approved, they will be approved and sent to the Ministry. If not; will be sent to the company from the same screen with the justification.

After approval, the reference number will be given by the Ministry. The process for the chamber is complemented here.

There is no need to archive archives for the chamber. It is mandatory to file a copy by the customs consultant/firm.

If the error is detected after the confirmation cannot be edited, should be done again. (the document is invalid.)
